One of the ways to improve the competitiveness of local goods is to establish high import duties on these goods, and low on investment and intermediate goods used in their production. The article analyzes the main directions of the tariff policy in relation to investment and intermediate imported goods used in the production of agricultural products, examines the effect of tariffs on investment activity in the agricultural sector. It substantiates the importance of reducing import duties on investment and intermediate goods used in the production of agricultural products from the point of view of the investment attractiveness of the sector.

In the paper the past and future international competitiveness of Azerbaijanian horticulture is assessed by calculating domestic resource cost (DRC) ratios using data for 2015–17 as a base. Future international competitiveness is estimated for 2020 under two scenarios: baseline (current productivity), dynamic improvements in productivity. The analysis indicates that staying at the same level of productivity will have a negative impact on the international competitiveness of Azerbaijanian horticulture. To maintain competitiveness in the arable sector, Azerbaijan will need to achieve dynamic improvements in productivity, which is possible according to estimations of Agricultural Economics Research Center. The research is implemented based on plant growing products due to higher competitiveness rates compared to livestock sector’s products.

The organization, realization of products of agro business, the choosing of assignment channels, its structure and factors that impact on the process of realization have been researched in the article. In the article there is also analyzed the structural change, showed the problems and the methods of their deprivation in the process of realization of agrarian products.

The article discusses the characteristic features of the development of organic agriculture, reveals the environmental, social and economic advantages of organic agriculture. At the same time, the article reflects the scientific and theoretical aspects of the formation of organic agriculture, the specifics of this area in the Republic of Azerbaijan.

The article examines the efficiency of using existing production resources of the agricultural sector based on multivariate correlation and regression analysis. The role of land, technical and labor factors in the production of gross agricultural output is estimated using the appropriate model developed by the author. In this regard, the article notes the importance of studying the problem in the context of the coronavirus pandemic, as it is important to determine the impact of the financial mechanism on the formation of competitiveness in the agrobusiness system of our country. The article has a special place in the theoretical views on the financial mechanism of the agrobusiness system, as well as reflects the factors that lead to the long-term nature of the production cycle in this area. The article discusses the factors that create a competitive economic environment and, under certain conditions, are presented as factors of local development of the agrobusiness system, as well as pricing policy. It was noted that the protection of the local market and the intensification of international relations are complementary stages in the agrobusiness system. In these relations, the importance of relations with international organizations has been highlighted. The article reflects the impact of the financial mechanism on the formation of competitiveness in the agrobusiness system of our country in the context of the coronavirus pandemic.

The article deals with the organization of information and consulting services in the agricultural sector of foreign countries and the factors that shape it. The role of information and consulting services in developed countries in the development of the industry based on the widespread use of innovations is revealed. The general features and distinctive features of the experience of different countries in the field of organizing information and consulting support in the agricultural sector of the economy are shown. At the same time, the article comments on the experience gained in different countries in the development of the system of information and consulting services in agriculture, and assesses the possibilities for its use.

The article discusses the experience of creating a quality management system at the Animal Husbandry Research Institute of the Ministry of Agriculture based on the requirements of the international standard ISO 9001:2015 in 2022/2023. The article describes the conceptual problems of implementing a quality management system in research institutes, the elements necessary for its successful functioning, the identification and assessment of specific risks, process diagrams, etc. Detailed information and samples of collected documents are presented, which are recommended for use in similar projects. It is concluded that the implementation of management systems in accordance with the requirements of the ISO 9001:2015 standard will be a step forward in a more sustainable and safe development of research organizations working in the field of agriculture and beyond.

The article analyzes 5 main fruits exported from the Republic of Azerbaijan (persimmons, hazelnuts, apples, cherries, and peaches) in terms of export quantity, value and price for the years of 2013-2022. The general export trends of those products on a global scale were determined and comparisons were conducted. As a result of the analysis, forecasts were made on the export trend of 5 products. It is shown that the trend of production and export of the investigated products in the Republic of Azerbaijan will continue to grow in the next 5 years; in terms of prices, although the expected overall dynamics is positive, their growth rate will continue with a weakening trend. At the same time, recommendations for producers and policy makers were put forward under the conditions of increasing export quantity and stable export prices.

In this study, the input-output table was used in order to analyze the interaction of Agriculture with other sectors. Input-output tables show the economic interactions of the sectors in an economy with each other in the supply-demand relationship. The latest available 2016 Input-output table for Azerbaijan was used in this study. Based on this table, an input-output model was developed. Using the Input-Output model, it is estimated the amount of output created by a single investment in Agriculture impacting to Agriculture sector, along with the related sectors, including the total output was calculated. The obtained result shows that one unit increase in the final demand in Agriculture increases the output of all sectors by 1.794 units. The high backward linkage of the Agricultural sector indicates that it will demand inputs from other sectors for production and will stimulate the economy and increase revitalization. The study determined that agriculture is an important sector of the economy of Azerbaijan.

The article analyzes the priority areas of reducing production costs and increasing farm incomes, which play an important role in the development of agriculture in modern conditions.

The demand for wheat rises annually in parallel with the wheat-growing areas remaining stable, as well as the pressure of water scarcity and climate change on agriculture making raising wheat productivity a top priority. The article examines the influence of natural, economic and social factors on wheat productivity. Considering the current challenges in the information base, the primary data regarding wheat production was obtained from the FTMMS (Farm Data Monitoring System) survey database to meet the research objective. Using survey data collected in the FTMMS database for 2021, an econometric evaluation and analysis of the primary determinants influencing wheat production in 14 regions where wheat is predominantly cultivated are conducted.

The presented article examines the importance of sheep farming for human society, the benefits of lamb, the current state of sheep farming in the world, as well as the countries that are world leaders in the production of lamb and wool. Detailed information is also provided on the current situation of sheep breeding in Azerbaijan, the number and breeds of sheep, and current problems and obstacles in this area are highlighted. In conclusion, a number of proposals were made for the development of sheep breeding in Azerbaijan.

In the article, the current state of the production relations of the enterprises operating in the food industry was analyzed and it was shown that the said relations do not ensure the balanced development of the agro-food complex as a whole. In order to achieve a balanced development of the agro-food complex, the importance of the marketing approach to the formation of relations between the food industry enterprises and the enterprises and farms included in that complex has been shown. Based on this position, proposals were made to improve the production relations of food industry enterprises.

The fact that more than 40% of the able-bodied population in Azerbaijan live in rural areas raises the issue of ensuring the necessary level of income in this area. It is known that the formation of incomes of the rural population is provided by various sources. Since the income from agriculture, backyard farms and social transfers are the basis for this, the activation of state regulation in this area should also be in the focus of special attention. The article considers the sources of income of the rural population, the factors affecting them and the impact of state policy in this area.
